Nights of Lights Planning and Logistics

City Manager David Birchim will present the logistical plan for Nights of Lights and how it will affect the business community. Nights of Lighs has been a tremendous success but had outgrown itself from a traffic and logistical perspective. The City and County have partnered to develop new plans to make the event better for all. New traffic patterns, parking for employees, crowd control devices, and portable restroom facilities are some of the changes being implemented to make the event successful. Come learn about all the changes and how you can educate your employees and customers.


David Birchim,City Manager of the City of St. Augustine 

David grew up in Jacksonville, Florida and Ft. Lauderdale, Florida. He graduated from Pine Crest High School 1987.  He Received a BA from the University of Florida 1991 and a Master of Science in Planning from the University of Tennessee in 1997. David started working for the City of St. Augustine in the Planning and Building Department in 1997 as an entry level City Planner and was promoted several times, including Department Director and Assistant City Manager.David was promoted to City Manager in June 2023. He is responsible for carrying out all policy decisions made by the City Commission as well as overseeing a staff of 409 employees in 9 Departments, including the Police Department and Fire Department, Utilities, Public Works, Planning and Building, Finance, the General Services Department, Administration Department and Human Resources. David is an AICP Certified Planner. He enjoys hiking and painting.
